International travel business licenses

I. International travel business license is that competent state agencies recognize enterprises, cooperatives is eligible and have business functions in the field of tourism, which have foreign factors. 

- International travel business licenses are allowed to operate in the field of international and domestic tourism.

- Domestic travel business licenses are allowed to operate in the field of domestic tourism.

1. International travel business licenses shall be granted according to the scope of business, covering:

a) Travel business for inbound tourists;

b) Travel business for outbound tourists;

c) Travel business for inbound tourist and outbound tourist.

2. International travel business licenses shall not be granted to the following:

a) Enterprises which have been administrative sanctioned for illegal travel business activities within 12 months before the date they apply for a license;

b) Enterprises which have had their international travel business licenses withdrawn within 12 months before the date they apply for a renewed license.

3. International travel business licenses shall be withdrawn in the following cases:

a) The enterprise stops its operations;

b) The enterprise does not carry out any international travel business activities consecutive 18 months;

c) The enterprise seriously violates the provisions of this law;

d) The enterprise commits acts of violation, which are subject to withdrawal of license according to law.

II. Dossiers and procedure for the grant of the international travel business license:

1. A dossier of applycation for an international travel business license shall consits of:

a) An applycation for an international travel business license;

b) Copies of the registration of enterprise's Certificate, plan for international travel business operations, papers evidencing the operator’s working experience in travel business, copies of the tourist guide’s cards and labor contracts between the tourist guides and the enterprise, and a certificate of a deposited amount.

2. Resolution period: 30 working days

3. Competent agencies:

- Agencies implement directedly administrative procedures: Department of culture, sport and tourism in province or city.

- Agency has authorities to decide: General Department of Tourism.
